Disaster Preparedness and Flood Response in Lalitpur and Kavrepalanchowk Districts, Nepal (2024-2025)

This project, titled "Disaster preparedness for resilient community and Response to flood-affected communities of Lalitpur and Kaverpalanchowk districts in Nepal, 2024" (also referred to as "Disaster Preparedness 2025"), is a collaborative effort supported by Myriad USA and implemented by the Group for Technical Assistance (GTA). Myriad USA, an organization that enables U.S. donors to support international causes and provides cost-effective fundraising solutions for foreign nonprofits, is facilitating this grant to enhance the disaster preparedness capacity of communities in Nepal and provide essential relief to populations affected by floods.

Target Locations:

Kavrepalanchowk District: Panauti Municipality (specifically wards 1, 2, 3, 11, and 12), targeting approximately 900 affected households and two schools: Indra Devi Basic School (Ward No. 12) and Phulchoki Basic School (Nayagaun, Ward No. 2).

Lalitpur District: Godawari Municipality (specifically wards 5, 6, and 7), targeting approximately 300 affected households and two schools: Budhaa Ma.Vi. (Tikabhairav, Ward No. 9) and Pathapradarshak Ma.Vi. (Badikhel, Ward No. 4).

Overall Objective:

The overarching goal of this project is to significantly enhance the disaster preparedness capacity of Nepalese communities within Panauti Municipality (Kavrepalanchowk District) and Godawari Municipality (Lalitpur District). Simultaneously, the project aims to provide crucial relief materials to families with children who have been affected by floods in these municipalities.

Specific Objectives:

1. Develop Contingency Plans and Orient Local Disaster Management Committees: The project will focus on supporting the targeted municipalities in the development and finalization of comprehensive contingency plans specifically designed for effective disaster management. Furthermore, orientation sessions will be conducted for the Local Disaster Management Committees (LDMCs) to ensure their understanding of these plans and their roles and responsibilities in their implementation.

2. Train Community Health Workers: To strengthen the local healthcare response during emergencies, the project will provide targeted training to community health workers (CHWs) from both Panauti and Godawari Municipalities. This training will equip them with the necessary skills and knowledge for emergency healthcare management, including triage, first aid administration, and basic outbreak management. The training will also incorporate elements of psychosocial counseling to address the mental health needs of affected populations.

3. Conduct Awareness Campaigns for Disaster Preparedness: Recognizing the importance of community-wide preparedness, the project will implement robust awareness campaigns within the targeted municipalities. These campaigns will focus on disseminating critical information regarding disaster preparedness measures, including the development and understanding of evacuation plans, the assembly and use of emergency preparedness kits, and essential safety precautions to take before, during, and after a disaster. The project will also involve the printing and distribution of Information, Education, and Communication (IEC) materials such as brochures to reinforce these messages.

4. Orient Parents Teachers’ Associations (PTAs) at Schools: To ensure the safety and well-being of children during disasters, the project will conduct orientation sessions specifically for the Parents Teachers’ Associations (PTAs) in at least two selected schools within each of the targeted municipalities (Panauti and Godawari). These sessions will aim to raise awareness among parents and teachers about disaster risks, school-level emergency response plans, and the roles they can play in ensuring the safety of students.

5. Provide Disaster Response Kits: To bolster the immediate response capacity at the local level, the project will procure and provide essential disaster response kits. These kits will be distributed to the Local Disaster Management Committees within each municipality and to the selected two schools in each municipality. The contents of these kits will be tailored to support initial response efforts and will likely include essential tools and supplies for search and rescue, first aid, and communication.

6. Provide Relief Materials to Affected Families with Children: Recognizing the immediate needs of vulnerable populations affected by floods, the project will distribute crucial relief materials. This will include essential items such as warm blankets and mattresses to provide shelter and comfort to displaced families, particularly those with children. Additionally, first aid kits will be provided to address immediate health needs, dignity kits will be distributed to ensure personal hygiene and well-being, and essential Water, Sanitation, and Hygiene (WASH) supplies will be provided to prevent the spread of waterborne diseases in the aftermath of floods.

Project Activities:

1. Development of the Contingency Plan for Disaster Management: GTA will work closely with the designated municipalities (Panauti and Godawari) to facilitate the development of comprehensive and context-specific contingency plans for effective disaster management. This will involve a participatory approach, engaging local authorities and community members in the planning process to ensure the plans are relevant, feasible, and widely understood.

2. Orientation and Awareness Campaigns for Disaster Preparedness: GTA will design and implement targeted awareness campaigns on disaster preparedness within the identified wards of Panauti and Godawari Municipalities. These campaigns will utilize various communication channels to reach the affected populations, emphasizing evacuation procedures, the importance of having emergency kits readily accessible, and key safety measures to adopt during different types of disasters. Orientation sessions will be specifically organized for the members of the Local Disaster Management Committees to clarify their roles and responsibilities as outlined in the contingency plans. Furthermore, culturally appropriate and informative IEC materials, such as brochures, will be developed, printed, and distributed to reinforce key preparedness messages within the communities.

3. Training to Health Workers and Female Community Health Volunteers (FCHVs) for Emergency Management: GTA will organize and conduct specialized training programs for health workers and Female Community Health Volunteers (FCHVs) from both Panauti and Godawari Municipalities. The curriculum for these training sessions will focus on critical skills required for emergency healthcare management, including effective triage procedures to prioritize care, the administration of essential first aid, and strategies for managing potential disease outbreaks in emergency situations. Importantly, the training will also incorporate modules on providing psychosocial first aid and support to individuals and families affected by disasters, recognizing the significant mental health impact of such events.

4. Orientation to the Parents Teachers’ Association (PTA) at Schools: GTA will conduct orientation sessions specifically tailored for the Parents Teachers’ Associations (PTAs) of at least two schools in Panauti Municipality (Indra Devi Basic School and Phulchoki Basic School) and at least two schools in Godawari Municipality (Budhaa Ma.Vi. and Pathapradarshak Ma.Vi.). These sessions will aim to educate parents and teachers about the specific disaster risks prevalent in their communities and the school-level emergency response plans that have been or will be developed. The orientation will also highlight the crucial roles that parents and teachers can play in ensuring the safety and well-being of students before, during, and after a disaster event.

5. Provision of Disaster Response Kits to Local Disaster Management Committee and the Schools: GTA will procure and distribute essential disaster response kits to the Local Disaster Management Committees of both Panauti and Godawari Municipalities. Additionally, similar kits will be provided to the four selected schools (two in each municipality). The contents of these kits will be carefully selected based on the identified needs and the local context, and are expected to include items such as basic search and rescue tools, comprehensive first aid supplies, communication equipment (e.g., whistles, megaphones), and other essential resources that can support immediate response efforts at the community and school levels.

6. Relief Materials to Affected Families with Children: GTA will procure and distribute vital relief materials to approximately 1200 households (900 in Panauti and 300 in Godawari) that have been affected by floods, prioritizing families with children. The relief package will include warm blankets to provide warmth and shelter, comfortable mattresses for sleeping, comprehensive first aid kits to address minor injuries and health concerns, dignity kits containing essential personal hygiene items, and crucial WASH supplies (e.g., water purification tablets, jerrycans, soap) to promote sanitation and prevent the spread of waterborne diseases in the aftermath of the floods.
